This is a really confusing problem, so bare with me.

So, there's this girl named Annee. She's the main reason on why this is such a big problem. During the weekend, my best friend, Kimberly, was supposed to go ice skating with Annee, but she had to go with her mom to San Francisco and do something, so she backed out and told Annee that she couldn't go. the next day was a school day, Monday. I went to school and when I got there, Annee was mugging at me. I went to Kimberly..
Me: Why was Annee mugging at me?
Her: Cause I didn't go ice skating with her..
Me: Well, shouldn't she be mad at you instead? I didn't even do nothing. o.o
Her: I don't know.....

-the next day-

Her: Did you know that Annee started a rumor about you?
Me: WHAT!?!?!?!?!?!?!?!?!?!!?!?!?!?!?!?!?!?!?!?!??!?!?!
Her: Yeah, she said that you was trying to steal Ay(a guy) away from Tuyen(Ay's girlfriend).
Me: WTF.

-during lunch-

Some guy: Kelly, is it true that you was trying to steal Ay from Tuyen??????
Me: WTF. THAT AIN'T TRUE. WHOEVER YOU HEARD THAT FROM MUST BE HATING ON ME.

-afterschool-

Tuyen: Kelly, Annee said that you was trying to steal Ay away from me..
Me: That ain't true, whatever Annee tells you about me ain't true, it's just cause she's mad at me for no reason...
Tuyen: Oh..

Now msot of the whole school knows. How can I stop this? I tried talking to Annee, but everytime I try to walk up to her, she turns around and walks away..

It looks like Annee started the rumor to get back at you for something.. maybe she thinks Kimberly wouldn't go skating because you told her not to. Chances are, she shouldn't have started the rumor just for the heck of it. I think there's an inside story.. Ask her.

ignore the rumor..if someone asks, tell them the truth..and try talk to annee..if it doesnt work, just ignore her..soon everyone will learn that she was lying..

I think there is more to it than it seems. Maybe some pent up anger or something?

Maybe she has some issues she has to work out...

give her a taste of her own medicine!

Ignore the whole problem..ignore the rumors..if anyone asks or make remarks on it, tell them the truth..don't try to stop a rumor because you cant...sooner or later it'll go away. If you can, go to that girl and set her straight. Tell her it wasn't your fault that the other girl wouldnt go skating with her...tell her to have a life basically..meh, you could always start a rumor on her to get her to stop making rumors about you.
