i think a hollaback girl is a girl who does whatever with the guy (ie make out, have sex.. etc) and just waits for the guy to call back again and doesnt do anything about it.

I'm pretty sure that when Gwen (who is a friggin' idol, by the way) says she's not a "hollaback girl", she's saying that she's not a call girl. you know, like a prostitute. Or that you can't just "holla" at her for a booty call. She's trying to tell this guy that she's not easy, and she won't let him spread rumors about her.
