you know when u take a picture of someone whos moving really fast...its like a picture...and then it starts blurring at the end..and then there blurry lines coming out of them....heh..yeh..how do u do that on photoshop....like....

yea it could be a gaussin blue or maybe a wind effect??

no i dont mean like that...i mean more like this cept 1. for photoshop and 2. a bit more blurrier and fizzy like when u take a picture of a rapidly moving object

there's this filter called motion blur. do you mean that? it's not like stretching out the image and it is a lot more blurrier and fuzzier. go to Filter>>Blur>>Motion Blur and choose your settings.
