it a list of people who have the most eProps and comments. so if you want to be on it -- you're gunna need some props and comments.

Yeah, featured content is just xangas who have a lot of eProps.

So you could either go around 'random propping' poeple so they'll prop you back (I don't suggest that), or you can get hundreds of friends to comment/prop your site. That's basically what it is.
