umm..i would guess you'd use Macromedia Flash.

yeah uh considering they're 'flash' movies...you use flash programs...duh?

A friend of mine uses Flash MX (I think that is what it is called) for his flash movies.

but you obviously use macromedia flash.
i have never made one, though. there are some tutorials in the tutorials section.
