I have a guess: It might heal, but don't take my word for it. I'm not really sure myself.

Try aftershave if not lotion? Never had that problem before, but then again I dont grow facial hair -.-

Um... wait hair on your lips? Isn't it ABOVE your lips? Maybe you should try a cream. Chapstick is somewhat sticky, so don't do that. Try a face cream or something, to help soften your skin. But I mean, I tweeze my eyebrows, but the skin doesn't get bumply.. Hmmm..

Maybe some moisterizing lotion to help the bumps. then I suggest using some other type of way to remove the hair on your upper lip area. Like hair removal lotion?

If you mean ABOVE the upper lip, then try some oil-free moisterizer. But if it's on your actual lip, try chapstick?

Before and after plucking, run an ice cube accross the surface of your skin to prevent irritation and puffyness. It also might help preventing bumps.
