i never used splash pages, but I'm pretty sure you can.

video splash pages are possible (best way: put it in a flash file and have a preloader since video files tend to be large). the script for flash files to come up as a splash...its around (since i've used it before), just dont know where...maybe here.

i don't understand why you would want it as a BG or Splash Page. of course it is possible though... atleast the splash page, if you read the javascript for splash page (if it still works) then you will see <a href="#"><img src="'+something+"'></a>

something like that... replace the whole <img src="blabalabla">

with the code for a movie (<embed src>)

or you can do the whole flash thing... it's actually pretty easy, just import it into macromedia and create some buttons... you could probably find a tutorial on it or you could request it
