Ok i know that you can make banners on all kinds of programs but how do you change it into html so that your site will support it??

no.. first you make the banner with your paint program, which ever one you have, and then you save it and upload it =] you can use uploading sites like boomspeed or photobucket.. (.com) and yeah =] upload and then a link will be made like www.blahblah.com/yourimagename.gif or whatever. yeah and then you have the html and insert the image and stuff =] "<img src="blahblahURLOFIMAGE"> "
