To ask a girl out just simply go up to her and say "Will you go out with me?"
To specificly where; like a dance, movies, dinner etc.
You can also pass her a note.

If you're nervous, passing notes are easier because you're not telling her.

It's probably a guy, since I knew this guy whose screenname was lululu_(some random number)_ so yeah.... Just know this person a bit more. Be friends, and then ask her out. I mean, it's better to know eachother and be acquaintances (sp?), rather than being some total stranger and ask her out.
