I felt silly asking this question, How can I vector using Jasc Paint Shop Pro 9? The only tutorials were for Jasc Paint Shop Pro 8 and 7. If you can help, I would greatly appreciate it. Thank you.

shouldn't those versions be pretty similar? i'm not sure cause i don't have psp.

Yeah, don't you just basically trace around the image? By the way, you can't vector in PSP, you can only vexel, since it's a raster-based program.
