how do you do this sort of effect thingy, as seen on the bottom ofthis skin?

i wanted to do it for a layout, but i have no clue how...

it's called a pixel stretch i think. i know how to do it in photoshop, but i guess you don't want that. haha but there is a new tutorial up for ms paint that shows you how to do that. it just takes a little longer. i think the tutorial is called stretching pictures.
