Yes, you can make graphics with almost anything...MS Paint, Paint Shop Pro, Photoshop, etc..

Yeah, go on google and look for a program called "motion gif". You can download a free version. It allows you to make animated gifs frame by frame. Kinda a pain in the ass, but if its all you got!
The free version only allows you to make 3 frames, but i know a way to get unlimited. I dont feel like typing it all out now but if the get the program, and you want to know, pm me or email me!

you could consider getting
adobe photoshop elements... it comes with some computers, but if you don't have it you can always dl the free trial... it's sort of a weird combination of photoshop and imageready. you're able to create .gifs and edit each frame (each layer would equal one frame). there are setbacks - it doesn't completely have everything photoshop offers and doesn't completely have everything imageready offers... sort of a half and half between the two. compared to the CS suite $700, this is only $100, so yah.

If you want your picture to be in animation, then you can use ImageReady or Animation Shop.
If you want just any other ordinary graphics, you can use it with Paint, PS, or PSP...
