eh i doubt thers any places to dl them for free and is trustworthy....
u shud get those infrared cables (i think thats wat their called) to directly upload a wav/midi file into ur cell. my friend has the cable, sez he got it for 40 dollars. his is camera fone and he uses the cable to transfer the pictures to his comp.

cuz if you have the new verizon ones you can download them furem your phone ! thats what i do but you need to noe your service provider to find them easily

That doesn't always work, seeing as how not everyone's phone has infrared, but like mine with bluetooth and infrared I have a host of options. But I'm not really sure how you'd get a ringtone from elsewhere, maybe find a site with free stuff and a WAP don't know if that'd work.
