it depends on the image: how many colors used, how detailed, etc etc etc.. .
png-8 distorts the colors a bit, and it makes the edges sharper.. sometimes it just degrades the quality of the image.. you can save transparent files as .pngs so you don't have to save as a .psd file, and it's better than a .gif. however, transparent pngs are not for webuse.. like i said the colors get distorted.. i learned that the hard way ;X
png-24 is better quality, but it becomes a bigass file.. not to mention it also darkens the image a bit... when you have a multi color image, it's best to just go with .jpeg...see for yourself, take a look at the examples below:
