Can anyone link me to some photoshop tutorials for taking a normal picture and editing it to work with a color scheme?
or general rules to follow while designing a site using a specific color scheme?

Okay I'm probably going to sound stupid when I say all this but I don't quite get what you mean. Like when you say "color scheme," I think of Colour Lovers. If what you want has nothing to do with that, can you please explain or provide us with an example?
Go there and put in the URL of the image. The website picks out the top 10 colors I believe and you can work with those. It really helps out a lot, so I'd bookmark it for the future.

yeah i thought i should clarify, but couldnt find a decent example.
its kind of hard to find the beforehand photos, but this is an example:
the photo has almost a pastel/chalk kind of feel to it that the designer did to make the photo match the color of the background/fonts/etc

Some people are just good at matching colors because they've been designing for so long. It will come to you eventually. It's all trial and error really with trying to match colors up. Pick two main colors and try to add your textures and everything. I suggest using the site's Nat and I gave you. It should help you a great deal.

Once you've chosen a colour scheme from the sites TJ and Nat provided, try working with each colour through blending modes, textures, or brushes. There are loads of other simple ways to incorporate a colour scheme into an image or design. It's all about experimentation.
