Create a new layer and set it to Lighten. Make a radial gradient - one end with the colour of your choice and the other end transparent.

Try using this tutorial:

^create these orbs on a different layer, &to tone down the tints, lower down the opacity of this layer.
OR, just use lighter more pastel colors.

Cut it out, guys. Seriously. Simple question and at least we should be THANKING the original poster for providing a picture example instead of attempting to explain it and not make any sense.
