I have been using PowWeb for a while now and I'm happy with their service. LunarPages and GoDaddy are good too, but PowWeb costs less money.

I don't really think there is such a thing as 'the best web hosting company/site' because it all depends on if a company satisfies your needs and gives/allows you the things you require for your site. For example, I'm with FatCow.com and they satisfy me completely, but to some people, it's just not the best web hosting company. Everybody has their own opinions but what matters is that you get a reliable host that provides your needs to your satisfaction.
