Umm i saww this reallyy funkyy stylish picture that this girl made
she made it on photoshop cs2!
i got cs3 but they do the same things just abit dif welll the pics here:

are you talking about it sparkle and flash as in it moving?
you can do that on ImageReady which should have came with Photoshop.

here's a tutorial on basic animation. learn that and then you can animate it can do that.

Imageready doesn't come with CS3.

My suggestion would be Adobe Flash.
It's an expensive program, but you can get the trial version, or a freeware version.

I recommend Jasc Animation shop, it's easier to use and cheaper and it's easy to find a free copy of it.

The person use a psd or cute the picture out with the magnetic lasso or background eraser.

They also use a line burst background. You can get some line burst brushes here http://dirt2.com/photoshop/brushes/

I can't find the tutorial on how to make a growing swirl line that was around the girls. I believe it was on Swimchick or Outspoken kate. Go to both sites to search it.

you don't need any extra programs to make an animation. image ready doesn't come with CS3, but you can always do animation without it. here's a tutorial:

You have to make each frame first. Save them as GIFs. Use a GIF animator program such as Jasc Animation Shop or Microsoft GIF Animator (both are free).
