they just changed the contrast(i think, i have not memorized everything in photoshop) of the picture and used some gradient or mask that's something easy on photoshop

well that picture seems to be taken with a night vision lens camera.
it is not an effect but u can always workout your magic in photoshop
to do the same effect.

yeah that looks like something to be taken with night vision lens.
umm, what you can try is create a new layer, filling it with a color (a similar turqoise-greenish color?), and then set the layer to color. then edit the contrast/brightness. andd umm, you can try a vignetting technique on the photo since it seems like it has that kinda look :o (create a new layer, take the radial gradiant tool w/ black and white, and tool it till the white is in the center and there's a lot of black on the outside, put it on softlight or overlay or whatever fits).
