I have a few questions regarding what happens after I block one of my AIM buddies:
1. Do I appear offline to the blocked buddy as well?
2. What happens when they try to IM me after I've blocked him?
3. Is there any way for him to find out that he's been blocked?

You're invisible and they cant IM you, and the only way they can see you've blocked them is if they create a new SN and add you on to that buddy list.
Best way to block for sure is block everyone who's not on your buddy list. That is fantastic. Only problem with that is if someone you're really interested in wants to talk to you on aim and you don't have their SN, you're doomed.
