How Do I do a soft effect shown in this image?
Is It like Hard Light Or Softlight and lowering the opacity?
I use Photoshop btw.

for that what i usually do is duplicate the image and then blur it a lot with the blur tool and then change the opacity
but thats usually what i do only for Manga scans

i think first they used this:

then added a white layer; set to softlight over her.

Yeah But I want to do it for other images too not just manga scans. ^^;
