How? : You get "hired" during a hiring season, or you're just awesome and they'll take to you about getting on staff if they're in need of people.

What do you do?: Err, when I was people staff I pretty much was pretty active in the community centers, checking out every subforum, making sure everyone was playing nice with the other kiddies. When on design staff, I pretty much just answered questions and went through the graphics queue.
