I'm newer to web design, I have a basic understanding of HTML and CSS, but I'm not sure where to start when it comes to starting a website and making templates and such.
Where's a good place to start?

Start with google. Tutorials and more tutorials will help expand what you already know. Hit this up as well- Tutorial 1
