I want the words to be filled in with white with the black around it like there already is. Is there a way I can get it filled in with white?

I think that the font itself that you're using makes it transparent. You could use a different font and right click that layer >> layer style >> stroke and change the thickness and the color of the stroke. Or you could make a new layer under the text layer and manually color in the spaces with white.
