Ok so my mind came up with a layout and there is a certain way i'd like to code it, but i dont know where to start on coding this layout.

now you see the black bars beside her? I wanted somehow for the bars to "pull out" whenever the mouse goes over them, i want to see them pull out not just pop up being out. You get what I mean?

Im willing to learn anything new if anyone can teach me or show me a GREAT tutorial on how to do this. :) thanks so much in advance.

I'd follow the link Niko gave you. All you really need is a code for image rollovers and a program that creates animations. Just make an animation of that bar "pulling" out instead of "popping" out.
