in this image, my friend i holding a sparkler, but i know some people that can do that with image editing.... does anyone know a tutorial on how to do this?

Pen tool is your friend.

what do i do with the pen tool?

make swirlies or curvies or w/e you want then use blending methods to add the light effects to it- atleast; that's how i would attempt to do it. ^_^
