I was wondering how I could make one of my pictures like this

it's really just messing around with coloring .

like the '- *opens photoshop b/c i forgot the name of it* selective color' tool.


or just adding a new layer and adding color and changing the blending style so that it overlays on it so that it looks like the colors changed.

Like specifically I want to know how they did the eyes & lips.

What image program are you using? I'm sure most things will work with whatever you're using, but it would be nice to be able to claify for your specific program.

or, you could duplicate the later,
>>image>>adjustments >> variations.

then, click the colors until you reach the color you want for the eyes then hit ok.

>>add a new layer mask then erase away the parts that aren't eyes.

you can do the same thing for the lips .

but this one looks like the person:

>>added a new layer >> chose a deep red >>painted it on the lips>> set it to darken or soft light.

I use Photoshop 7

for the freaky smudgy stuff around his eyes...LOL

you can either use the BURN tool, and ring around the eyes as many times as you want to get the effect you want

OR

hit new layer, use black and a regular brush and ring it around and set the layer to soft light. shape to your desired shape. :]
