I'm not sure if this goes here... move it if it doesn't.

I'm going through vote ballots for this awards site I'm running. It restricts votes through IP's.

I just received a vote that has a blank IP... and I'm not sure what that means. Does a person have their IP blocked? Is it possible? Are they on a proxy?


WHAT CAN IT POSSIBLY MEAN???

I honestly don't know what to make of it, but even if someone is using a proxy, an IP address is still assigned--it's just a non-identifying one.. So I think that possibility can be ruled out.

I figured that much, which is why I'm completely lost here. How can someone show up as not having an IP address?

If someone's logging onto a site via an iPhone or something - you're still going to have an IP show up, right?
