Ok so i came across someone picture and i noticed they had these orb/dot thinks on their picture.
Ive been wondering if anyone knows how to get these? Or make them or w/e
Any ideas would be great. I really like the orbs XD

if so is it possible with a digital?

I think the girl used a texture that has light orbs/spots on it and used the Lighten Only layer mode. Try that, it should work. You just need to find a resource site with good textures like that kind.

actually, you know what, go ahead & ask janette (absinthe); she made this wallpaper & it has the effect you want.

It's the same basic idea. Instead of using a blurry/fuzzy brush, use a completely solid brush on a new layer over your image and brush some multicolored [solid] dots, then set the layer to either lighten or screen.

It takes some practice, though. I have personally never been able to get it right; it always ends up looking strange. You could also use light textures on screen or lighten, although you'd probably find more of those in icon sizes.

Looks like she used a light texture in Screen or Lighten.
Search through graphic sites and deviantart for light textures.

It looks like if you really wanted to you could mess around with that tutorial and get what your looking for.

To me it looks like (as someone previously said) out of focus lights, or just a photo of a street edited to just have the orbs with a low opacity.

Yeah i tried doing something with that tutorial but i could never really get it to click.

I'm not sure if photoshop has this, but Corel has this render option for "lens glare" and if you add a separate, black layer, create a couple of lens glares, then adjust the blending options, it gives you the effect you're looking for.

^Not quite the same effect, though, it's more like the end result of that tutorial than what the OP's looking for.

Textures are probably the best way to go, if you don't mind using other people's resources (and remember to credit!).

I know it says 'Icon' textures, but they have all kind sof them. You just have to look :]

All that looks like was that she added some colored layers and put them on different effects, like Soft Light and Multiply. Then she took a texture and pasted it as another layer and set it to Soft Light or Lighten. You'll have to play around with the layer effects. I've done this before, but only with icons.
