I've been looking for a long time. maybe i just don't know what to search for. but look at chris brown in this pic

i am looking for a tutorial or trying to get help on how they made his face kind of shine or glow or whatever you call it. help me plz.

duplicate the layer> filter> blur>guassian blur>
then go to you layers panel and set the top layer to overlay :]

if you have corel paint shop pro photo x2 (what i have) go to
adjust-->softness and keep softening untill you are satisfied. and if it is too soft, you can always go to adjust-->sharpen and it will make the soft focus smaller and make the features more defined. :]

It's not quite as simple as that, that would only give you a soft-glow effect.

You'd either have to manually use the "Blur Tool" (looks like a drop of water on the Photoshop toolbar) and blur the parts of the face. Or, you could select the areas of the face that you want to be blurred using the lasso tool set at feathering at maybe 15 px, and then do Filter --> Blur --> Gaussian Blur, maybe 5.0 pixels.
