does anyone know how to achieve this effect i will be using paintshop pro x2 version 12

no it does not. it can be on any picture.

okay i gave it a try and did not work for me can u kinda tell mw step by step do i duplicate the picture

you can choose : diagonal , circle, box or something like that. there should be a choice option next to the blending option
