Tell her straight up that you don't wanna room with her because you think she's annoying.

Well, it's not set in stone, so you don't HAVE to room with her. If you've already been assigned the room and stuff, call up your school and let them know you don't want to room with her. If you're not a blunt person, just tell her that you applied and that they school didn't put you guys together afterall.

It isn't for certain that you'd be able to room with this person if you're living in the dorms (as far as rules that apply to my college go), so you'd be able to tell that person that you got assigned to a different room than they did. If its completely optional, then tell her you'd rather have a different college experience -- having a different roommate would cause you to meet new people, etc. And tell them that you'd still be their friend outside of being roommates, so all will be good. :)
