What I want to know is am I aloud to upload a layout just for Mozilla and then come out with the same layout just for internet explorer users? OR do I have to have them be ready to use in both?

It's not required, but desired of layout designers that the layout works both in internet explorer and IE.

Since it is a cB layout (I think that's what you're asking for) I wouldn't think it should be that strict whether it is for one or the other..

I think you should come out with a layout that works in both browsers to be honest. Personally I don't use internet explorer but a lot of people around here use both. As a designer I think you should be able to code properly in both browsers. We have plenty of tutorials on how to make a createblog layout and with that help it should work in both browsers.

It's usually not hard to make it compatable you just have to find the codes that are messing it up and change them to something else. As Holly said there are a lot of tutorials to help you out.
