Does anyone know if it's possible to install cutenews to a website using dreamweaver, and if it is, do you know of a detailed tutorial for it?

I've been searching all over and I can't find a tutorial that uses it, and I'm getting frustrated cause I can't figure out the chmod thing at all.
The read me files that came with it aren't any help.
