Well, first of all, you'll have to learn the CSS codes to know what to alter to get the look that you want. There are a lot of tutorials and websites out there for such things; however, this is just the first step to a standard layout. With a few customizations and a photo-editing program such as PaintShop Pro, creating a DIV overlay is pretty simple if you're familiar with DIV classes, CSS, and a little bit of HTML wouldn't hurt, either.

I suggest you to start the default, that way you are use to the CSS codes (like Whitney has stated) and simple designing on PSP.

Only half of making a layout is the image, the second half is the coding, of course you could have someone else do it for you, but like what Whitney said, look into CSS/HTML tutorials, or you can go further to look for PHP, these are what you need to start making layouts, learn what each little thing in a code does, if you havn't I would suggest maybe taking one or two classes on a webdesign, you could have them at your library even.
