Yes, basically.

Or you can try the newbie way and download the font porcelain & use the letters as swirls. I used to do that when I was just starting out. xD

But pen tool is the right way to make your own.

You could even draw/scan them.

yea its way easier to draw something then scan it then trace it on illustrator with the pen tool
