Adobe Imageready is good for blinkies and avatars. But if you wanna make mini films or something, try macromedia flash.

Jasc Animation Shop or GIF Animator <-- (I remember there was a site where you could download it for free, but I forgot it. Search on Google if you want it)

I use Jasc Animation Shop. Though, I've never tried ImageReady.

Back when I had JASC Animation, I found it really easy to use. It's perfect for beginners.
