Well, the first one can be done in Image Ready as an animated .gif

You just need to find the right brushes to do the animation.

You use the brushes at different sizes on different layers than input them into an animation in ImageReady.

The second one, I'm not too sure how it's so seamless. I don't use ImageReady.
