i think they have something to do with post count. at least, thats what i've been noticing.

Yup, you'll actually notice that if you don't have a user title set, it moves up to "Senior Member" once you get past a certain amount of posts as well. LOL.
The number of boxes do increase based on posts, though, yes.

I know they're called pips.
They change a lot with the lower post counts, but once you get higher, they're pretty much at a hault. The admins could change the ranks with how many you get for a certain post count, but they're pointless.
