When there are a lot of staff needed, they will have a topic, but since there aren't any needed staff except 1 more people staff, they send you a PM and ask if you want to join the staff. Thus there wasn't a topic made. Question answered hopefully.

It depends. If we're filling a bunch (think 5+) positions then we'll do an actual "hiring session", and that might be what you're thinking about. If it's a 1 hire deal, we usually don't.

We try to have an equal People Staff to Design Staff ratio and in Vinity's case, she's applied before and has gone through the effort. She's also been here a long time, is very helpful, not only in the Community Center but in the Resource forums as well and has done a great deal for cB.
