I tell people I love them every day. There are kinda different levels of love though. I love my friends as freinds, family as famliy, strangers as new friends, etc.

But if I deeply and truly loved someone romantically, it would be so hard to tell them. I don't want to go through that pain again.

I tell a lot of people I luv them but they are also the people that care for me the most... and if I were to tell a bf...if thats what you mean... well I have and sometimes they get scared... it just depends on how committed THEY are to the relationship
