You can use any image editing program. Photoshop, PSP, GIMP.

You could maybe even use Paint, or Paint.net. It shouldn't be too hard to make. It looks pretty simple.

ya..any photo editing software. ive done polaroid graphics before and there really easy to make. ( i use paint shop pro)
