I worked in a hospital office. Anyone who has worked in a city office knows that the air conditioners are ALWAYS on and it is usually around 40 degrees F in any given room. I wore a hoodie, because I was cold. Then, after I'd leave the hospital, I'd still be wearing it, because my body temperature would still be below 0. After a while, I'd feel normal again and then I'd take it off.

So?

Atleast if you are wearing a hoodie in the summer, you can take it off.
