does anyone know what program was used to make this ?
the border and resizing and whatnot.

oh and is it possible to convert .mpg files to .gif files ?

You can go to download.com and search for converters. You can also try google but some results might contain programs that are unsafe (full of spyware, etc.). I wouldn't know how to do the border for an animation, I suck at animated and can't use the programs, but yeah.. I'd know if you were to do it frame by frame.

yeah i already searched for converters at that site, i couldn't really find anything for gifs. :/

loOks like something you can dO with image ready.
for the whole border thing, just select every frame
and add a top layer that contains the border.

yea this(the bordering) with quite a bit of work can be done in imageready. since the 1st layer is not directly editable then one fix that. but taking a close look on how the bordering was actually done. i think that they just zoomed in ooberly and made tiny white and grey squares to do the bordering.
