i saw on someone's image how they pixelated a certain part of the picture, like the top right corner, and i cant figure out how to do that on photoshop...

You know how to pixelate the entire image, right? Well all you should have to do is use the selection tool and select the area of the photo that you want pixellated, and then go the normal steps that you would for an entire image.
