If it was refurbished, it means it wasn't up to par to the standards, or was returned, but later fixed up to be put back on the market. Usually the refurbished one is going to be cheaper.

Or, it was previously used, then sharpened up and resold.

The one that is NOT refurbished is brand new, untouched, and unused. So you can say "better".
