Is gimp a good program to make designs for Div's & layouts?

I'm sure it is, if you know how to use it.
Mike (sodapop) makes beautiful art on Gimp, So you just have to get used to it, I suppose.

I have a friend who can work with Gimp quite well, and her works look like they've been Photoshopped rather than Gimp-ed.

Should be good enough for starters. I tried it out, and I personally don't like it at all. I just could not understand the interface, but maybe I simply didn't spend enough time getting used to it.

i've tried it and it's good for the basics if you're a beginner. and imo, it's easier to learn where everything is / how to use it on GIMP.

Well, it's certainly good for it's price.
It's decent. GIMP was my first real program I used to work with graphics.

^ what someone else said. it's sooo annoying. each new technique is it's own window. and i think each layer was it's own window? or something else. i was working on a colourization and had five windows open. i didn't even finish her skin tone.
but it's free. so... shrug. for those who got use to photoshop, gimp is no where near as good.

Actually, for a free program I do believe it is quite good.
