Most photo just turn on that way.
You could try to make a new layer, delete the stuff around it, and just repeat it like that.

That's not a Photoshop effect (or at least, I don't know if the effect can be replicated using Photoshop).
It's a photography technique using slow shutter and movement.
And this is just a guess, but it looks like this was two pictures layered on top of each other and blended.

There's textures and such of light..er..streams
like that you could paste over top or something?
