For photoshop...
Edit -> Free Transform. hold right click and drag it to whatever position you want.

But then again, if you're talkin about borders.

Select all (Ctrl+A), Edit -> Stroke. Choose how many px you want & color. Okay.

do you mean how you make something like that? or like how its like colored differently then the others?

the difference of color is most likely in contrast. in other words, sue the contrast tool and bump it up a bit. you can also use the brightening tool if it doesn't look right with just the contrast changed.

That effect can be achieved by increasing the contrast indeed.

Ironically, that much contrast would be overboard in terms of photography, but for the sake of graphics, go ahead.
