It doesn't necessarily mean he likes her. Maybe he just thought she was pretty. Don't be disheartened so quickly.

Also, you didn't make it clear in your post how close you and your crush are. If you don't know him that well yet, try talking to him more and becoming his friend. Then there will be more of a chance that he'll like you. Even if he does think your sister's pretty, if he decides to go out with either of you he'll be more likely to choose personality (you) over looks (your sister).
